ICANN’s Registration Data Policy (RDP) introduces a framework for registrars and registry operators to collect, transfer, and publish only the essential registration data elements necessary to perform domain name registration functions.
One key component of the RDP is the Minimum Data Set (MDS), which defines the minimal set of data elements that registrars must transfer to registry operators (and, where applicable, make publicly available) to ensure privacy compliance and maintain registry operations. For full details on the RDP, see the official policy document:
What Is the Minimum Data Set (MDS)?
The Minimum Data Set is defined as the essential registration data elements that must be transferred from the registrar to the registry operator. Under this model:
-
No personal data beyond what is strictly necessary is transferred.
-
Elements such as registrant name, organization, postal address, phone, and email may be excluded or redacted unless legally required by the registry.
-
This approach effectively mirrors a “thin registry” model, where only non-personal or minimally personal data are stored at the registry level.
